Practitioner Ms. Lu Guiqin was arrested and taken to the Masanjia Forced Labour Camp in Shenyang City on December 28th, 2010. Her family was notified on March 17th, nearly three months after her arrest, that Ms. Lu had become insane and was unable to recognise people. The guards extorted 3,000 yuan1 from the family before they let them take her home. She has still yet to recover.
Ms. Lu Guiqin and Ms. Liu Guiping were arrested by officers from the Shahai Police Station of Fuxin City's Economic Development Zone, while they were explaining the facts about the persecution of Falun Gong on the afternoon of December 18th, 2010.
The police interrogated them in the police station and then tricked them by offering to take them home. Several officers then ransacked their homes. Ms. Lu and Ms. Liu were taken away again and detained at the Xindi Detention Centre in Fuxin City that evening.
After being detained at the Xindi Detention Centre for 10 days, these two practitioners were handcuffed and then pushed into a black vehicle belonging to the SWAT team on December 28th.
Upon arrival at the Masanjia Forced Labour Camp, Ms. Lu and Ms Liu were taken directly to the Liaoning Provincial Central Hospital, where they were forced to take a series of tests, including blood tests, X-rays and blood pressure. Since both of them had high blood pressure, doctors at the hospital suggested that they be released. Later, they were taken to the hospital three different times for blood pressure tests. Eventually, Ms. Liu was unconditionally released, but Ms. Lu was still taken to the Masanjia Forced Labour Camp.
When Ms. Lu's family heard the news, they went to the forced labour camp and requested to see her. At that time, Zhang Huan, the main responsible member of the No. 3 Division of the camp, did not allow them to visit Ms. Lu, saying, "If Ms. Lu refuses to renounce Falun Gong or refuses to curse Falun Gong and its founder, you cannot visit her." Due to the strong requests from her family, the camp authorities finally agreed to let them see her. During the visit, Ms. Lu was not right in her mind. Her family requested that she be released for medical treatment, yet their request was rejected. Several days later, Zhang Huan phoned Ms. Lu's family, requesting 3,000 yuan for her medical expenses.
By March 17th, Ms. Lu was severely mentally unstable as a result of the persecution that she'd suffered. The guards did not want to take any responsibility, so they told her family to pick her up. When Ms. Lu's family went to see her, Zhang Huan and some other guards demanded the 3,000 yuan for medical expenses as a condition for Ms. Lu's release. Left with little choice, the family pulled together 1,000 yuan and signed a document acknowledging a debt of 2,000 yuan before taking Ms. Lu home.
At present, Ms. Lu is still suffering from mental instability and memory loss.
