Over the course of two days, April 19th-20th, 2011, a dozen practitioners in Wuhan City were arrested at nearly the same time, and their homes were also ransacked. According to sources, this operation was planned and carried out by the Wuhan City Police Department's Domestic Security Division. It is suspected that Chinese Communist Party (CCP) Political and Judiciary Committee Secretary Zhou Yongkang, who was in Wuhan in the beginning of April, was involved in the operation.
Details of the arrests
The arrested practitioners included Xia Yang, Zhu Chunlian, Xiong Weiming from Qingshan District, Feng Zhen, Li Guohua, Li Huosheng, Han Shuhua, Tian Xier, Fu Guoqi, Cai Xiuying, and Zhu Hanbin from Wuchang District. These practitioners are presently detained in a building of the Wuhan Police Department.
The detained practitioners have been locked up in individual rooms and are being monitored by police 24 hours a day. They have lost their freedom and are cut off from the outside world.
According to sources, Central Judiciary Committee Secretary Zhou Yongkang visited Wuhan in the beginning of April this year, two weeks before the arrests. Other persecutors who took part in this operation include Wuhan Police Department's Division Six, the Wuchang Domestic Security Division, and the Qingshan Domestic Security Division.
The practitioners were suddenly taken away while at home, at their workplace, or on their way to work. Among the arrested practitioners, Mr. Feng Zhen was deceived into going to a community area by his former workplace (Hubei Province Construction Company), where he was arrested. Mr. Li Guohua was arrested at his advertising firm; Mr. Zhu Hanbin was arrested while working at Zhongbai Supermarket; Mr. Fu Guoqi was arrested on his way to work; and the other practitioners were arrested in their homes.
Nearly all of the homes of the arrested practitioners were ransacked. On the morning of April 20th, Mr. Xiong Weiming was arrested at his home. His family members later discovered that his apartment had been turned upside down. His computer, mobile phone, printer, and other belongings were confiscated. There were also cigarette butts all over the floor. The whole house smelled of tobacco, and there were 7-8 empty water bottles scattered on the floor.
This is the sixth time Mr. Feng Zhen has been arrested by officers from the Wuhan Police Department's Domestic Security Division. He was previously arrested five times and imprisoned for seven years.
Mr. Xia Yang from Qingshan District was arrested in 2009 by the Domestic Security Division. He was arrested outside Hongshan District Court together with 26 other practitioners who went to observe to the trial of practitioner Ms. Chen Man and three other practitioners. Mr. Li Guohua was previously sentenced to seven years in prison. Mr. Zhu Hanbin was sentenced to one year and six months of forced labour in 2002.
Wuhan Police Department's Domestic Security Division - Division One
The Wuhan Police Department's Domestic Security Division (also known as Division One) takes the lead in various movements started by the CCP. Their officers dress in plain clothes and often operate covertly.
After the persecution of Falun Gong was launched by the CCP, Division One systematically monitored Falun Gong practitioners, tapped their phone calls, conducted arrests, ransacked their homes, used violence in interrogations, meted out unjust sentences, and fabricated evidence. The Division also participated in CCTV's filming of programmes defaming Falun Gong and its founder, as well as various forms of slander by other state-run media.
When the persecution started, Division One became the main local force in the persecution. The Wuhan Police Department's 610 Office (an organisation of special agents just for persecuting Falun Gong) joined forces with Division One, working in concert with each other. It was involved in nearly all of the “major cases” on Falun Gong in Wuhan. It has been verified that on November 5th, 2007, Division One spent 143,800 yuan1 in acquiring a video transmission system used in intelligence gathering from Beijing Zhizhen Video Communication Science & Tech Co. Ltd. This acquisition strengthened their capabilities in monitoring and persecuting Falun Gong practitioners.
