Li Zhiqin from Xingtai City, Hebei Province Beaten to Death Three Years Ago; Family Has Nowhere to Go to Appeal for Justice

Mr. Li Zhiqin from Xiaozao Village, Ningjin County, Xingtai Area, Hebei Province recovered from severe tuberculosis after practising Falun Gong. Despite the Chinese Communist Party (CCP) brutal persecution, he persisted in practising Falun Gong. He was forced to leave home in April of 2006, under the threat of persecution from the Ningjin County National Security Team and the 610 Office (an organisation of special agents just for persecuting Falun Gong). He moved to Zhao County in Shijiazhuang City to work. At around 11:00 p.m. on September 12th, 2007, Shen Jianzhong from the Ningjin County 610 Office led police officers from Xingtai City, Shijiazhuang City, Ningjin County and Zhao County to break into Mr. Li's rental home. They ransacked his home and arrested him. Mr. Li Zhiqin was killed that night. The murderers remain free and continue persecuting practitioners, while Mr. Li's family is desperately seeking justice.

Li Zhiqin was a kind person and always offered assistance to others. He often worked for free for others and did not care how much he got in return. Since his murder at the hands of the Public Security Bureau over three years ago, his family has been questioning his death. Not only did the involved departments in the Public Security Bureau not pay a penny of compensation, they also threatened to arrest the whole family if they kept appealing to higher levels of government. Below is the appeal from Li Zhiqin's wife:

A Wife's Appeal

I am from Ningjin County, Xingtai Area, Hebei Province and am nearly 60 years old. My husband Li Zhiqin practised Falun Gong and was brutally beaten by police. He died outside of our hometown three years ago. My family's financial situation has suffered as a result, and we can't even pay the 3,000 yuan¹ temporary attorney fee. We appealed to the upper levels, but they all conspire with each other, and I have nowhere to go.

My husband Li Zhiqin and I started to practise Falun Gong in 1997. Our health greatly improved and we became much better people. We felt very grateful to Falun Gong. We cultivated our hearts to be good people by following the principles of Truthfulness-Compassion-Forbearance that Falun Gong taught us. We don't do bad things and we help others with sincerity. Our neighbours said good things about Falun Gong and us. However, such a good practice was brutally persecuted by the CCP after July 20th, 1999, and my family was not spared.

One afternoon in 2006, the director of the Political Security Department of the Ningjin County Public Security Bureau, Shen Jianzhong, led a group of police to my home and attempted to arrest my husband. When the police tried to forcibly take him away, our neighbours became angry, because they knew that he was a good person. They stepped forward to stop the police from taking my husband, and they also helped him to escape. We then started to live a displaced life.

We survived for several months with limited funds. Before that money ran out, we worked in Zhao County to make a living. On the night of August 2nd, 2007, the police broke into our home while we slept. Shen Jianzhong collaborated with the Zhao County Public Security Bureau. He led over a dozen policemen, who broke into my home. They came to take my husband away, beating him up in the process. My son tried to stop the brutal beating, but they beat him as well until he could not even move. The police took his mobile phone. They surrounded my husband and beat him so badly that he lay face down on the ground, not moving at all. The police even shouted: “Don't pretend, we will arrest you even if we have to carry you away.”

My husband had passed out, but the police still handcuffed him. His head drooped in his unconscious state while the police carried him away. They told my son to get his mobile phone the next day at Zhao County Public Security Bureau.

We heard that the 610 Office of the Public Security Bureau was acting outside the law and also detained Falun Gong practitioners in concentration camps to harvest their organs for profit. We were very anxious. The next day my son took some clothing and food to visit his father at the Public Security Bureau. Officials from the Zhao County Public Security Bureau said that he was in Ningjin, so my son rushed to the Ningjin Public Security Bureau. The Ningjin Public Security Bureau said my husband was still in Zhao County. Just like that, they jerked my son back and forth. At lunchtime news arrived that he was in Xingtai, and had died the previous night!

How could a person with perfect health die suddenly for no reason? He must have died from the beatings. I never saw my husband again. My son and daughter went to the Xingtai Police Hospital, where they were allowed to see their father's body only once in the freezer. It was the last time they saw him. They were then forced to sign the agreement to proceed with cremation. My children returned home with tears streaming down their faces, “The freezer was so cold. Dad had nothing to cover his upper body and had no shoes. He just had on a pair of trousers. His chest, back, legs and feet all had visible wounds.” My children broke down in tears. My heart was torn apart. My husband was the pillar of our whole family.
Such a beautiful life passed away in such a sudden way, and we could not calm down. We could not understand, and we could not accept it. The Public Security Bureau used every means to deny causing his death, and hastily closed the case. The murderers received no punishment and the Public Security Bureau continues their rampage against the kind people of Falun Gong. Even though we pursued the question of who killed my husband for several years, the Public Security Bureau has not addressed the issue at all. Instead, they threatened to arrest our whole family if we appealed to higher levels of government.
