On March 14th, 2011 Ms. Li Lixin, a Falun Gong practitioner, was arrested and taken to Shangzhi City Detention Centre. On the following day, she was released after her family paid money to the local State Security Brigade. However, on March 26th, while at home, she was tricked and arrested by plain-clothed police. She was taken directly to Heilongjiang Provincial Women's Drug Rehabilitation Centre/Forced Labour Camp, for a one-year term.

In the afternoon on March 14th, while Ms. Li Lixin and Ms. Han Xiting were passing out Falun Gong informational materials, they were reported to police. Police officers stopped and arrested them, and took them to the Weihe police station. That same night, both women were transported to the Shangzhi city detention centre. On the following day, Ms. Li was released after her family paid the State Security Brigade 5,000 yuan1, whereas Han Xiting was kept in detention.

However, on the morning of March 26th, local police officer Song Jiancheng went to Li Lixin's home again along with plain-clothed Shangzhi city's Domestic Security Division Captain Yang Kexin, Wang Hui , and Yu Hongbo, saying that they required her to come to the office to sign a document, and that she would be returned home soon afterward.

Since her family didn't know where she had been taken, her husband took the train to the Shangzhi city police bureau to look for his wife. It took a long time before Yang Kexin and the others returned. They told her husband that Li Lixin had been taken directly to the Harbin City Detention Centre. Her family members went there to see her. However, they weren't allowed to visit with her.

After a lot of difficulties, her family was finally able, on May 11th, to see Li Lixin in the labour camp.

The other practitioner, Han Xiting, was released because she had symptoms of heart disease, high blood pressure, and other physical problems.
