More than 30 practitioners from Jinshi City in Hunan Province were arrested at around 6:00 a.m. on September 5th, 2011. The police ransacked their homes and confiscated many of their personal belongings. Those arrested include: Ms. Liu Qingxiu, Ms. Liu Lianying, Ms. Hu Huiling, Ms. Hu Xiaojun, Ms. Ou Shulan, Mr. Zhou Zeyu, Lu Yuanji, Ms. Gong Dexiu, Ms. Hu Xinyuan, Ms. Hu Huaying, Ms. Hu Yufang, Ren Wending, Mr. Yan Qiguo, Ms. Ding Xuecui, Ms. Gong Junjun, Gong Mingming, Fang Xiaopeng and Guo Zhong. Some practitioners have been transferred to other counties and cities, including Shimen County, Anxiang County and Changde City. Several practitioners, including Ms. Ou Shulan, Fang Xiaopeng and Ms. Ding Xuecui, have managed to escape and returned home.
Ms. Liu Qingxiu’s older sister, who is a not a practitioner, was also taken into custody and tortured. With the help of her family’s strong protest to the authorities, she was released five days later.
When Ms. Liu Qingxiu went on a hunger strike, the police tried to have her transferred to Changde Detention Centre. However, the authorities there refused to take her. She was then taken to the Changde First Detention Centre.
The head of the Jinshi City Police Department, Zhou Changcai, held a meeting at 4:30 a.m. on September 5th to inform other government agencies of the plan to arrest so many practitioners. Officers from Changde, Jinshi and Hunan Province 610 Office (an organisation of special agents just for persecuting Falun Gong) were dispatched to make the arrests.
