Officials from the Domestic Security Division of the police department in Xian County, Hebei, together with Director Li Lijun from the Zhangcun Village Police Station, and other police officers, climbed over a fence, broke into the home of Falun Gong practitioner Mr. Li Wenzhao’s father-in-law, stole valuable items, and beat family members. They also arrested and brutally beat Mr. Li Wenzhao, his wife’s brother Mr. Wang Fuqiang, and his wife’s underage nephew Mr. Wang Xuejian. Even though the police have released these three, they still harass them now and then.
1. Police Broke into Resident’s Home and Arrested Innocent Citizens
Falun Gong practitioner Mr. Li Wenzhao; his wife Ms. Wang Fuyan, and their son were at his father-in-law’s home around 9:30 p.m. on August 25th, 2011. Mr. Li and his wife’s nephew Wang Xuejian were playing computer games in a room located on the west side of the house. Ms. Wang Fuyan and her son were sleeping in a room on the east side. When Mr. Li heard people talking in the yard, he opened the door, and five or six unknown persons came into their family room. Only one of them was in a police uniform and the rest of them were in plainclothes. One of them claimed to be Director Li Lijun from the Zhangcun Village Police Station. It was later reported that this group of police officers used a ladder to climb over the fence around the house, jumped into the yard, and entered the house without permission from the home owner.
Officer Li Lijun wanted to know the whereabouts of Mr. Li Wenzhao’s in-laws. Mr. Li replied, “They are working out of the area. We are here temporarily to look after the house.” When Li headed to the room on the east side, Mr. Li told him, “My wife and son are in there sleeping.” Li surprised and awakened Wang Fuyan, who asked them why they had broken into the home. Li Lijun said that they were arresting Falun Gong practitioners and that they had orders from upper level authorities. He snarled, “Your parents are our enemies.” They ransacked the house and video recorded everything.
Ms. Wang was worried about her scared son and wanted to take him to a neighbour's home, but Li Lijun and others refused to let her leave.
At that time, Ms. Wang’s brother Wang Fuqiang and his wife, as well as their neighbours, heard the noise. Wang Fuqiang’s wife yelled and demanded that they open the door, because the police had locked it. Under public censure, the officers then allowed Ms. Wang Fuyan to take her son, who was not dressed yet, outside. After she had taken her son to a neighbour's home, she went back and wanted to get him some clothes, but Li Lijun blocked her. When she questioned him, Li Lijun choked her with both hands and did not let her go. Her brother, Wang Fuqiang, saw that she was not able to breathe and angrily took up a kitchen knife in an attempt to help her. But he was dissuaded by a neighbour, who took the knife. By the time Li Lijun let Ms. Wang Fuyan go, she was weak and limp and laid on the ground, unable to move.
Her brother immediately went and got the village doctor. After quite some efforts on the doctor's part, Ms. Wang recovered and was breathing normally again.
The officials recorded Wang Fuqiang attempting to use a knife to save his sister and used the video as evidence to persecute him. When they ransacked the house, Wang Fuqiang asked to see their IDs. Only the one who wore a police uniform showed his ID. Then they secretly removed the ladder they had used to climb over the fence.
Li Lijun then called Deputy Director Wang Guoxin and 20 additional officers from the police station to come to the house. When they arrived, they started yelling to arrest people. They rushed up in a crowd and brought Wang Fuqiang, Li Wenzhao, and Wang Xuejian to the ground and kicked and beat them. All three sustained injuries. When Wang Fuqiang’s wife saw that her relatives were beaten so badly, she tried to persuade them to stop. But the police kicked her in the stomach, knocked her down, and threw her over three meters away. They then arrested these three and took them to the Xian County Police Station.
2. Police Ransacked the House
After Wang Fuqiang, Li Wenzhao, and Wang Xuejian were arrested, Wang Guoxin and other officers and ransacked Wang Fuyan’s home and confiscated a computer, a printer, a DVD player, two cassette players, some audiotapes, DVDs, Falun Gong books, a home use manual drill, a hammer, brush pens, and sewing kits. They did not leave any receipts.
3. Brutal Beating and Extortion
At the police station, Wang Fuqiang, Li Wenzhao, and Wang Xuejian were brutally beaten. Li Wenzhao was beaten until he lost consciousness. The next day, the three practitioners were charged with “interference with carrying out a public duty” and were detained in the Xian County Detention Centre.
Wang Fuqiang and Li Wenzhao were detained at the detention centre for one month and had 22,000 yuan1 extorted from them before being released with the condition that they “obtain a guarantor and await pending trial.” Even the minor, Wang Xuejian, was held in the detention centre for 17 days.
This arrest not only caused the family a financial loss of over 30,000 yuan, but also adversely affected their physical and mental health.
At present, all of them are at home, but the persecution continues. Officials from the police station deceived Wang Fuqiang and Li Wenzhao into signing an “exceptional insurance” in order to misappropriate the security deposit. Liu Jianhe regularly harassed them by using the excuse of having to go through the process, and threatened: “If you do not go through the process at the Procuratorate and court, we will list you on the Internet as being 'wanted.'” Liu also threatened the bail bondsman and wanted to arrest him.
