Chengdu City Government Official Huang Qiang on the Verge of Death at Xinjin County Brainwashing Centre

Huang Qiang is a Falun Gong practitioner from Chengdu City. When the Chinese Communist Party (CCP) central government released a blacklist of key practitioners at all levels of local government to be targeted for persecution, Mr. Huang was on the list. He was arrested earlier this year and taken to a brainwashing centre. He is currently on the verge of death as a result of abuse suffered while in detention.

On July 23rd Mr. Huang was talking to people about Falun Gong when police officers from the nearby Xinhua Park Police Station in Chengdu arrested him. He was taken to the brainwashing centre in Xinjin County of Chengdu. Mr. Huang began a hunger strike to protest the persecution.

The brainwashing centre, also called the “Law Enforcement Education Centre of Chengdu,” is located in Caiwan, Huaqiao Town, Xinjin County, Chengdu. It was built with a budget of over 5 million yuan on the site of the former research institute of the Chinese Air Force. The brainwashing centre authorities arrest Falun Gong practitioners, try to deceive them with lies, subject them to physical punishment, inject them with harmful drugs that damage the central nervous system, mix harmful drugs into practitioners' food and water, and force-feed practitioners. They extort practitioners for money, and harass and threaten them in attempts to force them to renounce Falun Gong. The intense persecution at the brainwashing centre has caused practitioners to suffer mental breakdowns and become physically disabled, and several have died.

Last year, as Mr. Huang Qiang was distributing Falun Gong DVDs, he was arrested, detained and tortured by the local authorities. As a direct result of a savage beating, his gallbladder failed. After he underwent surgery, the authorities released him.

Mr. Huang started practising Falun Gong when he was in college. After he started to work, he conducted himself according to the principles of Truthfulness-Benevolence-Forbearance, worked diligently and treated others with compassion and kindness. His coworkers had good things to say about him and went to visit him during his detention.

The 610 Office (an organisation of special agents just for persecuting Falun Gong), an organisation instituted to persecute Falun Gong, has established many brainwashing centres across the country. Superficially, these centres have the label of "law enforcement education" when they actually persecute Falun Gong practitioners. Brainwashing centre authorities don't go through legal procedures before they arrest and brainwash practitioners, and the periods of detention have no time limit.

In the past 12 years, the 610 Office branch within the Chengdu City Police Department's National Security Team has been secretly persecuting Falun Gong practitioners. They have very detailed information about practitioners in all districts and counties of Chengdu and throughout Sichuan Province. They follow practitioners and monitor their phone calls, deploy large numbers of police officers to arrest practitioners, and manipulate police stations, prosecutors and courts to detain, imprison and sentence practitioners to forced labour terms. The 610 Office is responsible for most of the deaths of practitioners in Chengdu.

Currently Mr. Huang Qiang is on the verge of death as a result of persecution at the Xinjin County Brainwashing Centre. We appeal to the international community to pay attention to this issue and make every effort to rescue him.
