Ms. Zeng Yumei, a retired senior prosecutor with the Gansu Province Procuratorate, was arrested with another Falun Gong practitioner in late September 2011 for removing posters that slandered Falun Gong. She was forced to undergo brainwashing sessions and then sentenced to one year of forced labour. She is still being detained.
On the evening of September 25th, 2011, Ms. Zeng and Ms. Wang Yurong, a 49-year-old peasant, were taking down posters that slandered Falun Gong. The posters were put up by the Wuquan Neighbourhood Committee in Lanzhou City to incite hatred towards the practice. As a result, the women were arrested. Ms. Zeng was taken to the Wuquan Police Station, Linxia Street Police Station, and Ms. Wang to the Chengguan District Police Department's Domestic Security Team. They were later transferred to Taoshuping Detention Centre of Lanzhou City, where they were detained for 15 days. Afterwards, they were taken separately to the Gongjiawan Brainwashing Centre in Lanzhou City. After a few days at the brainwashing centre, they were taken to the Heping Women's Forced Labour Camp in Yuzhong County, Lanzhou City.
After Ms. Zeng was arrested, her family looked for her and managed to find where she was detained. While she was held for 15 days at Taoshuping Detention Centre, her family went to visit her several times. The authorities at the detention centre notified both of the women's families they would be released after the 15-day period. However, on the day of their release, both of the families were told to return in the afternoon. Yet, in the afternoon, they were told, “They have been transferred elsewhere.”
Ms. Wang's family overheard people talking at the Wuquan morning market that two women were arrested for removing posters that defamed Falun Gong and taken to Wuquan Police Station. When three of her family members went to Wuquan Police Station, they were informed that both practitioners had been transferred to Chengguan District Police Station's Domestic Security Team. They then went there to request their release. The official in charge at the domestic security team met with them in private and threatened them, saying “How do you know she is here? You must have been involved in what she did. You had better cooperate with us.” No matter how Ms. Wang's family tried to explain, the official refused to listen and he rudely said, “If you don't cooperate with us, go back home and take full responsibility for what is going to happen.”
During their detention, Ms. Zeng and Ms. Wang's homes were ransacked. The authorities didn't find what they wanted. Only immediate family were allowed to visit the practitioners at the detention centre. At the brainwashing centre, however, no one was allowed to visit them.
Authorities at the forced labour camp denied family visits until December 6th, 2011. Any money, clothes or other personal items that the family sends them has go through rigorous inspection. The money has to be exchanged for shopping cards used to buy daily necessities inside the labour camp. The labour camp sells the goods at prices several times higher than the outside.
