Falun Gong practitioner Mr. Shu Anqing from Luzhou, Sichuan Province, has been held in Guling Detention Centre for three months. His lawyer went to Guling to do an investigation before the New Year, but he was interfered with everywhere he went. Fu Xu, deputy director in charge of national security in the Public Security Bureau, and Zhang Xianwen, director of the National Security Division, are directly responsible for the persecution of Falun Gong practitioners. They tried their very best to prevent this lawyer from seeing his client. Sources say that recent orders from above demanded an immediate solution and sentence.
Mr. Shu Anqing is in his 40s and previously worked at the Luzhou Power Bureau. He lost his job as a result of the persecution. He was held in a detention centre in 2001. The 610 Office (an organisation of special agents just for persecuting Falun Gong) in the Jiangyang District, Luzhou, monitored and followed him on a long term basis and tortured him whenever they could. Thus he was not able to keep a normal job or live a normal life. He was forced to leave his elderly mother and young son and become destitute. He was arrested in Yutang County in the Longmatan District of Luzhou City at night on November 10th, 2011.
Mr. Shu’s mother doesn’t believe that her son should be in jail because he is a good person. She went to Guling with some relatives and friends on February 22nd, and demanded the legal departments in Guling release her son.
They went to the public prosecution department of the Procuratorate first. The department head told them that Mr. Shu’s lawyer had contacted him and that his case had already been transferred to the Procuratorate. He Gang, deputy director of the Public Prosecution Department, took over the case. He was away at a meeting and wouldn’t be back until the next day. The director of the Public Prosecution Department said that some of the details of this case were unclear, so the file was returned to the public security bureau. He also said that Mr. Shu’s case would definitely go to court. He suggested they ask Mr. Shu’s lawyer for details of the case and that they could see the litigant through the lawyer.
They then went to the court. A receptionist there said that the lawyer had contacted him, but the case hadn't reached him yet. Mr. Shu’s relatives explained his family situation to the receptionist, who said they could ask his lawyer to apply for bail, and if the case was with the Procuratorate, they should go through the Procuratorate, and if the case was with the public security bureau, they should go through them.
Mr. Shu’s mother went to the Procuratorate and the court. Wherever they went, they told people that Shu Anqing was a kind and honest person. Friends, relatives, and neighbours all praised him highly. After he started to practise Falun Gong, he changed his quick temper and his health improved. He assumed his responsibility of taking care of the family even after he was forced to resign from his position at the power bureau. Mr. Shu is not wrong to practise Falun Gong. His father was also a Falun Gong practitioner, and he benefited a lot from the practice. Before he practised Falun Gong, he suffered from a spinal disease and had a humped back. But after he practised Falun Gong, he recovered and his back became straight. Because his son, Mr. Shu, was put in a detention centre and later became destitute, he worried so much that he died. Mr. Shu’s son, a high school student, didn’t want to go to school, because he was under a lot of pressure. He couldn’t understand why his father was detained when he hadn't done anything wrong and why good people would be arrested.
Mr. Shu’s relatives also told the legal officials they met that Falun DGong has spread to the whole world and is supported by people everywhere and by every government, that it is wrong to persecute Falun Gong. Several high-ranking officials and the prime culprit, Jiang Zemin, [former leader of China and instigator of the persecution], have been sued overseas. Whoever persecutes Falun Gong will not end up well.
Mr. Shu’s mother and relatives also suggested to the legal personnel they should help Falun Gong practitioners to be released, because they would have a good future if they treated practitioners kindly.
In the afternoon Mr. Shu’s mother went to the National Security division and saw Zhang Xianwen, who is directly involved in the persecution of Falun Gong practitioners. Zhang flew into a rage as soon as he learned that Mr. Shu’s mother had come to see him because of her son. He was insolent. When he was told that Mr. Shu was a good person and shouldn’t be detained, he snarled, “Regardless whether you are a good person or a bad person, when an order from above says that he should be arrested, then I will arrest him. Whoever is held here is a bad person.”
One of the relatives replied, “When Liu Shaoqi and Deng Xiaoping were suppressed, was it an order from above? What you were told to do is not necessarily right. You must evaluate it yourself.”
Zhang wouldn’t listen to anyone. He threatened them instead. He said that they would be arrested if they practiced Falun Gong. He barked at them, saying they could sue him if they thought he had done something wrong. "You could go to the Procuratorate or to the court and ask your lawyer to come here." They asked him why he made trouble for the lawyer and prevented him from seeing his client. He replied, “I didn’t say that he could not see his client.”
During the half hour they met with Zhang, he was very anxious and manic.
One of the relatives warned Zhang, “You are a public servant and carry out the law, but you don’t have any kindness in your heart and you have damaged your reputation.”
