Practitioners Persecuted by Officers from Renqiu Domestic Security Division in Hebei Province

Officers from Renqiu Domestic Security Division in Hebei Province are regularly persecuting Falun Gong practitioners. Ms. Li Aihua was sentenced, and Ms. Gong Xiangrui was brought to trial. A few days ago, Ms. Gao Jinhui was arrested and threatened with imprisonment. Below is a summary of the crimes committed by Kong Fanmao, head of the Renqiu Domestic Security Division, and his accomplices.

Mr. Gu Yalou tortured to death

Mr. Gu Yalou, 32, went out to put up materials exposing the persecution of Falun Gong at 11 p.m. on August 10th, 2001. He was arrested at around midnight and taken to Beihan Police Station. The next morning, the police took him to Renqiu Domestic Security Division and told his family to bring 20,000 yuan¹ in exchange for his release. When his family members went to the police station with the money to pick him up on August 14th, the head of the police station told them that Mr. Gu had died at around 7.30 p.m. while being interrogated on the 5th floor.

It was summertime and there was only one window open in the entire building. There were bloodstains on the floor of the room where Mr. Gu died. One forensic doctor from Cangzhou City stated in his autopsy report that there was a skull fracture, most likely the result of being hit by a heavy object. There was blood all over his face and two black spots on his left shoulder, apparently from electric baton shocks. There were whip scars on his buttocks and a 1.5-inch deep hole on his right leg. The flesh on both of his heels was torn open, exposing the bone. His shins were broken and bleeding, and it was evident that he had fallen backwards from a great height.

Less than half an hour after Mr. Gu's family saw his body, the police quickly prepared for him to be cremated. The heads of the Renqiu Procuratorate, police station, and even officials from Cangzhou government came to deal with the situation. They tried to force Mr. Gu's family members to sign paperwork agreeing to cremate his body, but the family refused. Two groups of armed police officers then came over and ordered his family members to dress Mr. Gu's corpse for 15 minutes. They then took the body for cremation. The ashes were not even returned to Mr. Gu's family.

Mr. Jiang Qiulai sentenced to four years imprisonment and tortured to death in Renqiu Detention Centre

While Mr. Jiang and Mr. Li Yaozong were practising the Falun Gong exercises at home on the morning of October 10th, 2007, officers from Renqiu Police Department broke into Mr. Jiang's house, ransacked it, and arrested the two men. Mr. Jiang was taken to Renqiu Detention Centre, where he was force fed many times. After being persecuted there for four months, he was in critical condition. Out of fear that he might die in their facility, the authorities told his family to take him home on February 27th, 2008. When Mr. Jiang was taken to the hospital for a physical, the doctor found that four of his ribs were broken as a result of severe beatings.

Mr. Li Yaozong's family met with the judge in charge of the case at 4 p.m. on April 11th, 2008, and were told that both Mr. Li and Mr. Jiang had been sentenced to four years in prison. However, due to the brutal treatment Mr. Jiang endured in the detention centre, he passed away on June 11th, 2008.

Ms. Liu Dihua and her family persecuted

Kong Fanmao, the head of Renqiu Domestic Security Division, and a dozen officers broke into Ms. Liu Dihua's house on the morning of December 16th, 2008. They ransacked it and tried to arrest her. However, Ms. Liu's family members put up strong resistance and prevented the police from taking her. The continued harassment and intimidation from the police caused great mental pressure and harm to Ms. Liu, who was in her 70s, and she passed away a few months later. Unable to bear the sorrow of her death, her husband passed away two months after his wife.

Mr. Chen Fenglei imprisoned for a total of 11 years

Mr. Chen Fenglei and his wife were first arrested by officers from Yuxi Police Station in Renqiu City at around 2 a.m. on July 20th, 1999, at the start of the persecution. Mr. Chen was held in the Renqiu Detention Centre for three months.

When a few local practitioners were arrested in 2000, Mr. Chen went to the police station to explain the facts to the officers about Falun Gong and told them to release the practitioners. As a result, he was arrested and detained for two months.

In October 2000, Mr. Chen went to the police station and talked to officer Hao Jianqiao, hoping that he could understand that the persecution of Falun Gong was wrong. However, Mr. Chen was arrested on November 2nd, 2000, and sentenced to five years in prison.

Mr. Chen was arrested again on June 9th, 2006, while distributing materials exposing the persecution of Falun Gong. He was sentenced to prison for six years.

Mr. Ma Kaihua severely injured

Ren Yuefeng, the head of Chu'an Police Station, and instructor Li Ping'an took 50 officers to Beicaokou to arrest Mr. Ma Kaihua at 2:00 a.m. on August 8th, 2008. This was done at the orders of Renqiu Domestic Security Division. Mr. Ma tried to escape from the police by going onto the roof, but he was kicked, punched, and shocked with electric batons. He fell from the roof and, as a result, fractured several places on his back, neck and ribs, and blood was coming from his head. He lost consciousness for an entire day at Huayou Headquarters Hospital.

Ms. Cui Yinxia's life was once in critical condition as a result of persecution

Ms. Cui Yinxia, a teacher at Macun Middle School, is from Shimenqiao Township in Renqiu. Since the persecution of Falun Gong began she has been detained at Xinzhongyi Township Police Station many times, sentenced to forced labour, and tortured. While in the detention centre, she was sentenced to five years in prison by officials from Renqiu Court. To resist the persecution, she went on a hunger strike for over 70 days. When she was in critical condition and on the brink of death, officials from the detention centre told her family to take her home, as they did not want to accept responsibility if she died there.

When Ms. Cui went to the Xinzhongyi Township Police Station on March 31st, 2010, to retrieve her identification card, she was arrested again and taken to Renqiu Detention Centre.

Accounts of extortion

Officials from Renqiu 610 Office (an organisation of special agents just for persecuting Falun Gong) held brainwashing sessions on four occasions and each detainee was forced to pay 2,000 yuan.

When Ms. Feng Suxia went to Beijing to appeal for Falun Gong in July 1999, she was arrested and forced to pay 5,000 yuan.

Ms. Li Guiying from Huabei Oil Field was arrested on December 8th, 2008, and was forced to pay 8,000 yuan.

Ms. Jin Bing, also from Huabei Oil Field, was arrested on July 1st, 2008. Her husband was forced to pay several thousand yuan to get her released.

Ms. Wang Shuzheng was arrested on June 24th, 2009. She was taken to Shijiazhuang Women's Forced Labour Camp because her family members would not be blackmailed by Kong Fanmao to get her released.

Ms. Li Fengying was arrested on August 25th, 2010. The police released her only when her family paid them more than 20,000 yuan.

Ms. Feng Suxia's husband and Ms. Li Aihua's father spent their entire savings to get their family members out of custody.

Over the past 12 years Kong Fanmao and other officers from Renqiu Domestic Security Division have arrested, detained, and sentenced practitioners to forced labour camps and prisons, and ransacked their homes. According to incomplete statistics, more than 20 practitioners have been sentenced to labour camps or prisons.
