Accounts of Persecution against Falun Gong Practitioners by the "610 Office" and the Political Security Office in Hebei Province

Since July 20th, 1999, officials at the "610 Office"[1] in Zhengding County, Hebei Province have severely tortured Falun Gong practitioners. Officials have arrested Falun Gong practitioners, and used many methods to torture them, such as forcing them to live in freezing conditions, starvation, sleep depravation, beatings, and harassment, confiscation of personal property, as well as robbery and extortion.

Officials at the "610 Office" of Zhengding County directed the Zhengding County Police Department's Political Security Office as well as local police stations to commit appalling crimes against practitioners, one after another. For example, practitioner Zhao Fengnian was beaten to death and his body was dumped, while other practitioners were detained, beaten, sent to labour camps, or sentenced to jail terms. Whoever practices Falun Gong is sent to the county's Party School and forcibly brainwashed, while those practitioners who are steadfast in their beliefs are detained. [1] - The "610 Office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems

The "610 Office" of Zhengding County instigated the Zhengding County Police Department's Political Security Office to ruthlessly torture Falun Gong practitioners. The police abduct and shadow practitioners, as well as tap their phone calls and keep their residences under surveillance. Police even parade steadfast Dafa practitioners through the streets. The Political Security Office offers rewards of 500 to 1,000 Yuan to each person who reports Falun Gong practitioners to the police. [500 Yuan is the average monthly income for an urban worker in China]

Hu Jun, Deputy Director of the Zhengding County Police Department, is the chief culprit in the persecution of Dafa practitioners. In order to gain a promotion for himself, Hu Jun uses his authority to commit criminal acts. He has abducted and beaten Falun Gong practitioners, tapped their phone conversations, shadowed them, and kept them under surveillance, and ransacked their homes. He has even gone so far as to beat and verbally abuse practitioners' family members, including seniors and children. Such a cruel criminal has been rewarded many times by the Shijiazhuang City Police Department.

The deputy section chiefs in Zhengding County Police Department's Political Security Office, Cai Shengli and Zhang Reiyu, along with their driver Yu Ligang, are the three major criminals who have beaten and tortured Dafa practitioners. Throughout the entire county, many practitioners have been injured by beatings. Moreover, most of those who are being beaten are women and children; even seniors are not spared. These three also force practitioners to hand over their money or simply take the money directly from practitioners' wallets. The Political Security Office also extorts between 2,000 and 5,000 Yuan from each practitioner's family but never issues a receipt. This kind of behaviour is the same as committing robbery in broad daylight. Policeman Cai Shengli has made a fortune from persecuting practitioners. Other policemen are very jealous and use the same methods to demand money and confiscate property from practitioners. Using the excuse of making a search, policemen publicly steal practitioners' property such as cars, cash, valuable jewellry, certificates, cell phones, clothing, Falun Dafa books, and Falun Dafa audio and video tapes.

This path of using their authority to commit crimes is much worse than ruffians robbing and beating others. We have recorded the crimes that these people have committed against innocent and kind Falun Gong practitioners. We will organise and publish to the world the crimes committed by the officials in the "610 Office" of Zhengding County. We will expose these deeds so that they have nowhere to hide, and let people around the world use their conscience to judge these people.
