Recently some government departments in Jilin Province passed on some secret documents from higher authorities that contained detailed "guidelines" for dealing with Falun Gong practitioners who hold jobs. The "guidelines" included:
1. Expelling practitioners from the Party
2. The cancellation of qualifications for teachers
3. The cancellation of contracts with professionals
4. The removal of titles such as Dr. etc.
5. The disqualification from formal evaluation in schools etc, and the disqualification for studying for masters or PhD's.
These "guidelines" require that the conversion rate (percentage of practitioners forced to give up their belief) reach 50-70% by the end of 2003, and 95 % by 2005. If a department has difficulties in achieving these targets, it must send the practitioners to brainwashing centres by force.
In addition, around November 10, 2003, Jilin Province organised a guarantor system for the practitioners in each department. The "610 Office" [an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems] forced each department to provide a guarantor for each practitioner. These guarantors are usually the Party leaders in the department, so that they will feel the pressure to reform these practitioners. The "610 Office" conducted a 5-day closed-door training session. In the session they taught the guarantors how to persecute practitioners, in order to begin another round of persecution. Furthermore, the "610 Office" also forced the party members to participate in the training session to arouse their hatred against practitioners and to strengthen their persecution of practitioners.
