Facts about Daqing City Brainwashing Centre: Two Million Yuan Used to Persecute the Innocent

The Daqing City Hongweixing Brainwashing Centre is officially named the "Legal Education School." Daqing City's government, Daqing Oilfield Company Ltd. and the Daqing Petroleum Administrative Bureau, following Jiang Zemin's directives, founded it illegally in November 2002. The Daqing Oilfield Company Ltd. and Daqing Petroleum Administrative Bureau invested more than two million yuan to buy cars, electronic monitors and other equipment to aid in the persecution of Falun Gong practitioners.

Following the policies to persecute Falun Gong created by Jiang Zemin's regime, the Daqing City government, Daqing Oilfield Company Ltd. and Daqing Petroleum Administrative Bureau exhausted tremendous amounts of money and manpower to create the brainwashing centre where brainwashing sessions are conducted. The officials in charge of these work units are responsible for savagely persecuting Falun Gong practitioners, especially against the employees in the area and in these work units.

Wang Zhibin, secretary of Daqing City Committee, male, Han nationality, was born in 1949. In April 2000 he was appointed to the position of deputy secretary of Daqing City's Party Committee and acting mayor. In February 2001 he was again appointed deputy secretary of Daqing City's Party Committee and mayor; in May 2002, he was named the secretary of Daqing City's Party Committee.

Persecution of Dafa practitioners in Daqing City:

Shocking facts: As of December 2003, at least 24 Dafa practitioners whose names can be verified through civil channels were tortured to death in Daqing City. That is 18% of all torture deaths or deaths as a result of torture in Heilongjiang Province, and ranks only behind Harbin City, in which 27 practitioners were tortured to death or died as a result of torture. That makes Daqing City one of the areas with the most severe Falun Dafa persecution in China. Daqing City's government and the Party secretary are exclusively responsible for this persecution.

Persecution of employees from the Daqing Oilfield Company, Ltd.

As of December 2003, it was verified through civil channels that six employees of the Daqing Oilfield Company Ltd. were tortured to death, which is one-fourth of all torture deaths in Daqing City; another six practitioners at the Daqing Petroleum Administrative Bureau were tortured to death. Persecution of Falun Gong practitioners at the Daqing Petroleum Administrative Bureau:

As of December 2003, it was verified through civil research that six practitioners at the Daqing Petroleum Administrative Bureau were tortured to death, which is one-fourth of the 24 Dafa practitioners who were tortured to death in Daqing City. They are:

Methods used at the brainwashing centre:

1. Each session lasts two months and, if at the end of the class a practitioner refuses to give up Dafa practice, he or she is targeted for further persecution.

2. Each abducted practitioner's work unit is forced to pay 5,000 Yuan in "administrative expenses" and each practitioner is forced to pay 1,200 Yuan for food [thus funding the persecution against themselves]. If they refuse to pay, the money is deducted from their salary.

3. A person from their work unit monitors each and every practitioner. This person eats and sleeps with the practitioner. The practitioner is not allowed to meet with his or her family, and he or she is under surveillance 24 hours a day; the person monitoring the practitioner changes every week and is a Party member or a secretary from the work unit.

4. Monitoring devices are installed in the brainwashing centre, and every move of the practitioner is under surveillance; the practitioner has no human rights or personal freedom, and the lights are on throughout the night.

5. Falun Gong practitioners are subjected to forced brainwashing upon arrival in the class; they are forced to watch videos propaganda broadcasts that defame and demonise Falun Dafa. Groups of persecutors interrogate and debate practitioners everyday in an attempt to force the practitioners to write "five statements" renouncing their belief in Falun Gong* If the practitioners refuse to give up their belief, the authorities immediately start torturing practitioners, forcing them to stand for extended periods and do not permit them to sleep. If practitioners hold a long-term hunger strike to appeal for their rights, the persecutors send those who exhibit any symptoms of illness to a hospital, and the collaborators [former Falun Gong practitioners who now aid the authorities after being brainwashed and tortured] take part in persecuting practitioners further.

6. The guards of the labour camp are in charge of the persecution. The door guards consist of people sent from local police departments, "610 Office" and different work units. [The "610 Office is an agency specifically established to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.]

7. None of the administrators who watch a Dafa practitioner are allowed to divulge the address and/or phone number of the brainwashing class or the details of the persecution. The administrator is not allowed to reveal anything about the practitioner to the practitioner's family or allow any family visits or communication with the practitioner.

8. The so-called "administrators" are in fact police officers from labour camps in Daqing City. They know they are committing a crime, so they strictly block information to conceal their crimes. For example, they only refer to themselves by their last name so that they cannot be identified and later held responsible for their crimes.

9.They brainwash and deceive people who work for the "610 Office" and the police department, as they fabricate negative things against Falun Gong to incite hatred against Falun Gong such as the creation of the staged, "Tiananmen Self-immolation."

10. For abducted Dafa practitioners, the persecutors forcibly attempt them to renounce their belief and even persecute their fellow practitioners using all violent means. Practitioners who remain firm and who refuse to give up their belief continue to be detained; very determined Dafa practitioners are directly sent to jail or labor camps without trial.

Practitioners endured vicious torture at the brainwashing class. Practitioner Liu Tongling who worked for the Capital Group Corporation Ltd. was sent to the Harbin Drug Rehabilitation Center for further persecution under instruction from Zhang Guojun, head of the "610 Office." She died from injuries that were caused by being tortured. Dafa practitioner Ms. Liu Tongling was near death from torture at the time and the Harbin Drug Rehabilitation Centre refused to take her, but Zhang Guojun called the centre insisting, "You must take her!"

In the end, Liu Tongling died from being tortured at the hands of the authorities who illegally detained her.
