Falun Dafa practitioner Mr. Chen Rongyao from Wuhan City, Hubei Province was arrested by police from the Qiaokou Station on January 6, 2002. He was later sent to the Etouwan No.1 Detention Center, where he was tortured severely. He died in the hospital on May 15, 2002.

Mr. Chen Rongyao was a 65-year-old Falun Dafa practitioner in the Ruanjiatai Residential Area, Qiaokou District, Wuhan City, Hubei Province. The Huanggang Medicine Company reported on him when he was passing out truth-clarifying materials under the Taipingyang Railroad Bridge on January 6, 2002. Together with Falun Dafa practitioners from the Huanggang Region, Zhang Hui and Fu Jianhua, he was arrested by police from the Qiaokou District. They included officer Zhou Desheng as well as others. Zhou and other police ransacked his home on the same day. They took away two stereos, one bike, and 13,000 yuan (1) in cash, which was Chen's daughter's savings. They left no receipt for the things they had taken. Mr. Chen's son-in-law requested the money back. Police paid back 6,600 yuan, but would not return the other 6,400.
Mr. Chen was detained in the Etouwan No.1 Detention Centre, where he was brutally tortured by police until he was on the verge of death. He was then let out on medical parole. He was sent to the hospital on April 29, 2002, and died on May 15, 2002.
