Ms. Ma Ling, 47, was an assistant researcher at Yunnan University Library. On September 21, 2004, she was arrested and detained by the national security squad of the Wuhua Police Station, who fabricated the charge of "being involved in an evil cult" against her.
On the morning of September 25, 2004, Ma Ling's daughter Zhang Ji and Ma Ling's brother Ma Xianmin went to the appeal office at the Kunming City Police Department to discuss Ma Ling's arrest on September 21, 2004. The police chief was scheduled to receive public appeals on that day. However after filling out the registration forms, members of the public were kept waiting out in the hall for a long time.
Later Ma Xianming spoke with to the authorities on several occasions to find out what was going on, but was always asked to wait. Not until everyone was being helped, did the authorities ask Zhang Ji and Ma Xianming to go upstairs to the reception room. But Zhang and Ma found that the reception room was already empty when they got there. Two policemen told them that the reception people were already gone, and asked them to go downstairs to talk to some other people. When they got downstairs, they found a dozen or so officials with unknown identities standing there. They were in plain clothes, one of them holding the form that Zhang and Ma had filled out earlier. One person told them that the police chief had asked him to take them to see the chief. While this person was talking, some of the officers began trying to physically move Ma and Zhang out of the way, while they were closing the gate of the appeal office. The rest of the officers blocked the gate. Ma Xianming and Zhang Ji told them solemnly: "We want to see the chief. Today is scheduled for the chief to see people, and we are here to see the chief. You guys are lying to us. We do not want you to deceive us." While Ma was talking, he insisted that the guard open the gate and left the appeal office quickly.
Zhou Wei, the daughter of Mei Biling and Shi Yun, who was pregnant, were also present, and the officers there were also trying to move them by force too.
