Mr. Guan Xuehe was a 50 year old ironsmith from Panzhihua City, Sichuan Province. In November 2000, he was sentenced to one and half years of forced labour and "re-education" by Renhe District Police Department.
On February 15, 2003, Guan Xuehe was again arrested for distributing Dafa truth-clarification materials and sent to the police station where he was beaten badly.
On February 16, 2003, Guan Xuehe was sent to a detention centre. That same night, he was transferred to another detention centre. At the end of March 2003, he was sentenced to three years of forced labour. Before he was taken to the labour camp, he was brutally beaten by police at the detention centre. The beating was so brutal that he could not even stand up.
While being detained in Xinhua Labour Camp in Mianyang City, Sichuan Province, Guan Xuehe was often brutally beaten. Under the tremendous physical and mental persecution, he developed lung cancer around July 2004. The labour camp drew blood from him every other day in the name of "doing some tests on him." About half a month later, the camp authorities sent him home, fearing that he might die in the camp. After he returned home, at 8:00 on the morning of October 4, 2004, Guan Xuehe died in Chengdu City Hospital.
