Details of the Criminal Behaviour of Fu Jinbin, Head of the Weifang City 610 Office Brainwashing Centre

Fu Jinbin, 47 years old, was transferred from the Eighth Division of the Cannon Troop of the Weifang City Army to the Weifang City Police Department to take the post of Section Chief. Since April 2003, he has been the head of the Brainwashing Centre of the Weifang City 610 Office¹. Fu has two nicknames: "the Head of the Bandits" and "the Demon of Lust."

Fu took advantage of the opportunity to persecute Falun Dafa practitioners through brainwashing to ruthlessly extort money and property from them. Even worse, he used his position of power to commit indecent acts towards female practitioners. The following are accounts of several of Fu Jinbin's crimes.

1. According to a statement from a persecuted female practitioner: At about noon on November 5th, 2005, Fu came into the room where we were being held. In front of me and another female Falun Dafa practitioner, he started to act sexually indecent towards Falun Dafa practitioner Ms. Jiao Huifang from Weifang City. At that time, Ms. Jiao Huifang had been force-fed for two months and was constantly vomiting blood, with tubes inserted into her nose for an extended period. Her body was already very weak from the torture. Fu was pressing hard below Ms. Jiao's lower abdominal area, with his breath smelling of wine, his eyes revealing lust. Feigning concern, he asked her: "Do you feel pain here?" When Ms. Jiao Huifang used one of her hands to move his hands away, he cuffed her hand and continued to fondle her. She then used the other hand to block him and Fu ordered me to find someone on duty to bring him another handcuff. I quickly called in the person on duty and then managed to stop his behaviour.

2. According to a report from the Minghui website [Chinese version of Clearwisdom], around October 2005, an attractive female practitioner was arrested and sent to the Weifang City Brainwashing Centre. Fu picked her up like an animal and carried her to his room. After the practitioner was released from the Weifang City 610 Office Brainwashing Centre, Fu still called her and asked her to "go play with him."

3. Fu repeatedly carried out sexual assaults on another young female Falun Dafa practitioner, who strongly protested it. But Fu grinned shamelessly and even exposed his genitalia to her.

4. The daughter-in-law of a practitioner went to visit her mother-in-law in detention. Fu locked the door without informing her why. Only when the daughter-in-law tried to climb over the door and the wall, did he open the door to let her out.

This brainwashing centre of the 610 Office is a so-called "Legal Education and Training Centre." All of the Falun Dafa practitioners are either abducted or deceived into coming here from home or their workplaces. Some of them were arrested again and sent to the brainwashing centre after they already had served full terms in the forced labour camps. There is no legal procedure or evidence required. The arrests are completely unlawful.
