The brainwashing centre in Linyi City, Shandong Province, publicly known as the "Law System Education Centre," has been viciously persecuting Falun Dafa practitioners. Practitioners held there have been tortured with brutal methods including sleep deprivation, severe beatings, force-feeding with salt water (applied to those who went on hunger strikes to resist the persecution), and constant torture by several people at the same time. All of the practitioners were illegally arrested1 and their families were fined anywhere between three thousand to five thousand yuan2.
All this collected extortion money, as told, has been divided between the Irrigation Technical School and the 610 Office3 in Linyi City. The brainwashing centre is located inside the school. The school has long been suffering financial difficulties and is currently unable to pay the faculty members, due to low student registrations. In the brainwashing centre, there have been 7 or 8 teachers "hired" as persecutors. Money is a great temptation. The teachers were compiling a list of practitioners, and they kept calling the employers or managers of the practitioners' respective work places and threatened to force those Dafa practitioners to come to the brainwashing centre. Starting at the end of 2001 and continuing to today, there have been more than three hundred practitioners detained and persecuted in this brainwashing centre.
In March of 2004, in the Linyi City brainwashing centre, several security officers and others viciously beat Wu Jianguo with clubs. Wu Jianguo is a Falun Gong practitioner from Yishui County. He was covered in blood, and blood splashed onto the wall. They only stopped beating him when their clubs were broken and Wu Jianguo had lost consciousness.

Illegally arrested: Contrary to what former Chinese leader Jiang Zemin, who initiated the persecution, and the Chinese Communist Party would like the world to believe, practising Falun Gong is NOT illegal in China. Although the Public Security Department issued an unconstitutional set of restraints on the practice at the onset of the persecution in 1999, no laws have been passed by the only legislative body in China, the People's Congress, banning Falun Gong or granting the police the authority to arrest Falun Gong practitioners for practising the exercises or distributing flyers. 2. "Yuan" is the Chinese currency; 500 yuan is equal to the average monthly income of an urban worker in China.
3. "The 610 office" is an agency specifically created to persecute Falun Gong, with absolute power over each level of administration in the Party and all other political and judiciary systems.
