Ms. Xiao Deying Mistreated in Baimalong Forced Labour Camp

Ms. Xiao Deying was arrested and sentenced to one year of forced labour in 2008. She suffered brainwashing, slave labour and corporal punishment in the Baimalong Forced Labour Camp.

In March 2008, Ms. Xiao was followed by a Chinese Communist Party (CCP) branch secretary of a village in Duofeng Township, Xiangyin County, while she was talking to people about Falun Gong in the area. The secretary grabbed her purse, brutally beat her, and then took her to the Lingbei Police Station in Xiangyin County. Liu Ceyu from the county 610 Office¹ later took her to the Xiangyin County Detention Centre.

While in detention, Ms. Xiao developed a high fever. She could not eat or drink anything and was constantly coughing. But the detention centre did not provide any treatment. On the seventh day, Liu Ceyu, Li Xuelai, Liu Fengjing and other officers arraigned her while she was still sick and tricked her to reveal her name and address, pretending that they needed the information to inform her family to take her home. However, when Ms. Xiao's family went to the detention centre, the police did not allow them to see her.

Ms. Xiao was eventually sent to the Xiangyin County Hospital for emergency treatment. She was diagnosed with heart disease and a severe form of pneumonia. But Liu Ceyu and other officers insisted that she had no serious health problems other than bronchitis and took her back to the detention centre.

Ms. Xiao was held in the detention centre for more than 20 days, during which time she had constantly experienced difficulties in breathing, numbness in her body, constipation, and fainting. Yet the police still sent her to the Baimalong Forced Labour Camp for a one-year term. The police initially promised to give the personal items they confiscated from Ms. Xiao back to her family. But when her family repeatedly asked for them, the police said that they had not taken anything from Ms. Xiao and had no idea what had happened to them.

When Ms. Xiao was sent to the Baimalong Forced Labour Camp, she was so weak that she did not even have enough energy to speak. She was locked in a small cell and forced to sit on a small bench all day long. The police sent three inmates to brainwash her and three drug addicts to watch her. One of the inmates, Wu Lin from Changsha City, screamed and cursed at Ms. Xiao almost non-stop except when she was sleeping or eating. Under the brutal torture, Ms. Xiao was forced to give up her practice of Falun Gong.

One day, the police talked to Ms. Xiao about Falun Gong, and she told the police: "If it were not for Falun Gong, I would have died more than a decade ago. Falun Gong has saved my life numerous times." Because of what she had said, the police sent her to the intensified division for further torture. She was forced to sit on a small bench all day and every day for two whole months during the hot summer until two black calluses formed on her buttocks.

On the first day Ms. Xiao got to the labour shop, she planned to declare that her declaration of quitting practising Falun Gong was invalid. Inmate Zhang Liping reported her to the labour camp, and she was once again taken to the intensified division. She was barred from contacting or talking with others, and was locked in solitary confinement. Even her use of a toilet was restricted. The labour camp also sent drug addicts to her cell, who used foul language to slander Falun Gong to her face.

On January 28th, 2009, Ms. Xiao felt excruciating pain in her chest and back, but the inmates who were assigned to watch her forced her to watch the TV programmes that slandered Falun Gong. Her back pain was usually so severe that she was not able to turn or stand on her own. Sometimes it would take two persons to pick her up. But officer Zhu Jinzhi deliberately increased her workload and forced her to work overtime, which had caused her heart trouble several times.
