Mr. Lu Kaili Tortured with Electric Shock Batons for Several Days in Panji Prison

Guards in the No. 2 District Panjin Prison (formerly No. 5 District), in Liaoning Province tortured and seriously injured Falun Gong practitioner Mr. Lu Kaili, using electric shock batons on him for several consecutive days, and several hours per day. Mr. Lu Kaili couldn't bear the pain and fell from the building, severely injuring his back and pelvis. He is currently being detained in the patient cell of Panjin Prison.

Guards in the No. 5 District Panjin Prison were informed on April 5th, 2010 by prisoners that Mr. Lu had an e-book. At 9:00 a.m. on April 6th, Li Feng, the No. 5 District director at Panjin Prison, ordered Mr. Lu to the “education room,” where Wang Jinglin from the Investigation Section and Wang Jianjun, the No. 5 District commander, used several high-voltage electric batons to torture him until 11:00 p.m. They held Mr. Lu in a small isolated cell after his body was completely scorched.

Mr. Lu was subjected to the cruel torture in the small isolated cell for 15 days. His entire body was covered with wounds from the electric batons and handcuffs.

In early June 2010, Liu Wenzhen, a No. 5 District squadron leader, made things difficult for Mr. Lu because he didn't finish his forced labour work on time. Liu replaced Mr. Lu's fine grain food with coarse corn bread. Mr. Lu was forced to perform hard labour for 11 hours daily. At the end of June 2010, Mr. Lu began a hunger strike to protest the hard labour and maltreatment. Three days later, newly-appointed commander Guan Fengchun ordered Mr. Lu Kaili to the “education room,” where Guan Fengchun, Wang Hui, head of the “education section,” along with jail guard Qin Fei tortured Mr. Lu with electric batons from 1:00-4:00 p.m. that day. They continued torturing Mr. Lu from July 9th to July 14th. He was force-fed, and made to perform hard labour.

On August 24th, 2010, guards found an e-book. On August 29th, Guan Fengchun used this as an excuse to torture Mr. Lu Kaili again with electric batons, this time for four hours. At approximately 6:40 a.m. on August 30th, Mr. Lu fell from the second floor of the workshop building, seriously injuring his back and pelvis. Later, guards tried desperately to cover up the truth about the persecution. They prevented a news report and didn't allow his family to visit him, stating that Mr. Lu had violated the prison rules.
