Luotaishan Brainwashing Centre in Fushun City, Liaoning Province, Persecutes Falun Gong Practitioners

The Chinese Communist Party's 610 Office (an organisation of special agents just for persecuting Falun Gong) is dedicated to persecuting Falun Gong and has established many brainwashing centres all over the country. They publicly call the brainwashing centres “law education centres,” but actually they use them to mentally and physically persecute detained Falun Gong practitioners.

Recent Persecution Cases in Luotaishan Brainwashing Centre

Below are recent incidents of persecution of Falun Gong practitioners in Luotaishan Brainwashing Centre in Fushun City, Liaoning Province. These are only the accounts that practitioners have gotten through to the Minghui/Clearwisdom website by breaking through Chinese Communist Party's (CCP) Internet blockade. Many incidents of persecution are still being suppressed by the CCP.

On August 1st, practitioners Shan Changying and Wu Fuzhen from the Xinfu District in Fushun City were arrested by domestic security police for telling people the truth about Falun Gong at Yumin Mall. They were detained in Luotaishan Brainwashing Centre.

On June 25th, practitioner Gu Shuhua from Dalian City was arrested by officers from Guangming Police Station in the Jinzhou New District, Dalian City, and Dalian City Domestic Security Division. Gu later detained in Luotaishan Brainwashing Centre.

On June 9th, practitioners Zhang Guohua, Jiang Zhenyou, and Dou Guilan from Hongtoushan, Qingyuan County, Fushun City, were arrested and detained in Luotaishan Brainwashing Centre.

On May 16th, practitioners Ji Yaojie and Tang Huiyun from Shenyang City were arrested and taken to Luotaishan Brainwashing Centre by personnel from Yuhongchang Station in Shenyang City.

On April 19th, Zheng Yuzhen, Zhu Yongjian, and three other practitioners from Nantai, Xinfu District, Fushun City, were arrested by officers from the First Team, First Section in the Domestic Security Division in Fushun City Police Department for telling people about Falun Gong and making materials exposing the persecution of Falun Gong. They were then detained in Luotaishan Brainwashing Centre.

On November 4th, 2010, practitioner Mr. Liu Junbo was reported to the police for explaining the facts about Falun Gong to someone at the south side of the Xinbin Town Mall. He was arrested and then detained in the Luotaishan Brainwashing Centre. In the brainwashing centre, the head of the brainwashing centre, Wu Wei, beat him.

On November 3rd, 2010, practitioner Ms. Wen Lianju, a doctor from Xinbin County, Fushun City, was arrested again and taken to Luotaishan Brainwashing Centre. She was brutally tortured, and her right hand became numb. Later an X-ray determined that her right shoulder was injured and the nerve was compressed. She could not do any housework.

Crimes Committed by Luotaishan Brainwashing Centre

The Luotaishan Brainwashing Centre in Fushun City is located inside the Saerhu Tourist District, a suburb of the Dongzhou District, Fushun City. It consists of two, three-story white buildings. The sides of the buildings that are close to a slope are surrounded by a red brick wall. The wall is over two meters high and the top of the wall is full of broken glass. The facade has a black wrought iron fence with verticals like spears about 1.6 meters high. There is one surveillance camera at the entrance to the tourist district and another one on top of a pole in front of the buildings.

The Luotaishan Brainwashing Centre in Fushun City was established by the CCP Politics and Law Committee in Liaoning Province and in Fushun City in 2002. Liaoning Province allocated 1.4 million yuan¹ to rebuild the brainwashing centre and deceived the public with the names “Liaoning Province Caring and Love Centre” and “Fushun City Law Education School,” but it is an evil place used to persecute Falun Gong practitioners. The 610 Office forced all levels of local governments to allocate funds to persecute Falun Gong, 3,500 yuan for each practitioner. The county and local district level governments have to pay 1,500 yuan, and the city and provincial levels 1,000 yuan each. If the practitioners did not give up their belief, the 610 Office starts another brainwashing session and requires the governments to pay again.

The brainwashing centre is in existence specifically to try to force practitioners to give up their belief in Falun Gong. Many practitioners from Fushun City, Heilongjiang Province, Jilin Province, Liaoning Province, Beijing, Lanzhou, Daqing Oilfield, Lingyuan, Panjin, Liaohe Oilfield, Shenyang, Dalian, Jinzhou, and other places have been sent there. Inside the brainwashing centre, practitioners are threatened and brutally tortured, which often causes them injury, disability, and even death. Some of the practitioners were transferred to the Fifth Hospital (a mental hospital) in Fushun City to be persecuted.

Crimes Committed by Brainwashing Centre Head Wu Wei

Wu Wei was the former head of the administration section in Fushun City Forced Labour Camp. In 2000, he was dismissed because he was exposed for accepting bribes. At the end of 2000, he bribed the head of the forced labour camp, Huang Wei, and others and finally was transferred to the brigade where Falun Gong practitioners were persecuted as the captain. He persecuted practitioners aggressively. According to an insider, when he was the captain of the female bridge, he extorted a large amount of money from practitioners. He also insulted them. In 2003, after he was transferred to Luotaishan Brainwashing Centre as the head, he used the same tactics to extort money from practitioners and actively persecute them.
He slandered Falun Gong and spread lies to defame Falun Gong. He also personally organised meetings to criticise and insult the practitioners. He detained each practitioner in a separate room and sent people to monitor them. He also did not allow the practitioners to talk or communicate with each other.

Wu Wei also constantly monitored the practitioners' every move and analysed their thinking in order to find an excuse to persecute them. He not only monitored them through the prison windows but also monitored their so-called "counsellors."

Wu Wei also discriminated against, threatened, and physically tortured the practitioners who did not compromise their beliefs. He committed many violent crimes against practitioners in Fushun City Forced Labour Camp.

For example, he called over 20 people to beat practitioner Ms. Sun Changli from Hongmiaozi Township, Xinbin County in Fushun City, in order to force her to give up her belief in Falun Gong. They beat and kicked her, using a wooden board to hit her. They grabbed her hair and hit her head against the wall, the tile floor, and a wooden table. They slapped her face so badly that it swelled up. They tortured her from 7 p.m. until 11 p.m. in the night, until Ms. Sun couldn't see anymore. Wu Wei and others also threatened her, saying, “After we release you, you cannot tell anyone that you became blind as a result of the beatings. You need to say you fell down and injured your eyes by yourself. Otherwise, we will beat you to death.”
Practitioner Ms. Zhang Chuanwen, 30, had her legs split apart by Wu Wei. Her legs were so severely injured that she could not walk.

Wu Wei kicked Ms. Qin Qingfang, in her 50s, in the neck. She immediately fainted.

Practitioner Ms. Zhang Zhiqin is from Qingyuan County, Fushun City. Wu Wei dragged her to his office and used the bench to hit her head and back until he broke the leg of the bench. Wu Wei also said, “I am going to beat you to death today. Let's see who can say anything about me.” Ms. Zhang fainted due to the beating.

On New Year's in 2002, Ms. Zhang Zhiqin went on a hunger strike to protest the persecution and was sent to the Second Hospital in Fushun City. Wu Wei brutally beaten and kicked her so many times in the hospital that the one-inch-thick bed board was broken. Wu Wei told others, “In order to beat Falun Gong practitioners, I practice hitting sandbags at home.” Ms. Zhang could not straighten up anymore. Her heart and brain were damaged, and her eyes became dull due to the beating. She looks like a completely different person.

In 2002, Wu Wei was rewarded by the CCP in Liaoning Province with 10,000 yuan in cash. The Fushun City Forced Labour Camp rewarded him with 5,000 yuan because he actively persecuted Falun Gong practitioners. He also bragged about how many practitioners he had “transformed” [forcibly renounce Falun Gong].

Others Who Committed Crimes in Luotaishan Brainwashing Centre

The Luotaishan Brainwashing Centre invited all sorts of so-called experts, scholars, psychologists, forensic doctors, officials from the Liaoning Province CCP Politics and Law Committee, and officials from Fushun City to come to the brainwashing centre and give speeches to slander Falun Dafa and torture the practitioners mentally.

Qiao Anshan became the “honoured dean” of the brainwashing centre. He always claimed to be “a comrade of Lei Feng.” He often went to the brainwashing centre and spread his defamatory theory. Cheng Yajun, who was tutored by Lei Feng, also spoke at the brainwashing centre.

Jia Dashu is the dean of the brainwashing centre and the deputy director of the Fushun City 610 Office.
Di Caizhen is the director of the education affairs office in the brainwashing centre.

Police Su Jing, female, was the former chief of Masanjia Women Forced Labour Camp. She often went to the Luotaishan Brainwashing Centre to share the tactics she used in persecuting Falun Gong practitioners while she was still at Masanjia Forced Labour Camp. She was cunning and ruthless and committed enormous crimes against practitioners. She has been transferred to the Luotaishan Brainwashing Centre by the Liaoning Province CCP Politics and Law Committee.

Liu Qingwen, retired police officer, deceived and arrested practitioners and then handcuffed them brutally. He also insulted the female practitioners and beat practitioner Ms. Zhang from Dalian City badly.
Shi Qingyun, female, was a former police officer in Fushun Forced Labour Camp. In the beginning of 2003, she actively participated in trying to “transform” Falun Gong practitioners in the brainwashing centre.
Jiang Yongfeng, former police officer from Fushun City Forced Labour Camp, frequently tortured and deceived practitioners.

Li Chunliang is the so-called "study committee member" in the brainwashing centre. He is responsible for forcing the practitioners to watch videos that slander Falun Gong. He frequently slanders Falun Gong.

Other personnel in the brainwashing centre include: Zhao Lei, Li Jun, Jin Xinghua, Wei Xiaoming, Zhao Shuqin, Sun Guizhen, Wang Jun, Wang Guohui, Liu Jiao, Li Fengyun, Zhai Haikuan, Gao Fenglan, Zhang Ping, Zhang Li, Zhang Shuyuan, Qi Shuqin, Li Yumei, Luo Yongjie, Chen Ying, Dong Xia, Wu Mingxue, Hu Yan, Zhang Yongli, Li Ruozhong, and others.

The collaborators who betrayed Falun Gong have helped the CCP to persecute practitioners. They live in the brainwashing centre, receive a salary, monitor and report on the practitioners, and use fallacies and absurdities to deceive practitioners. They include Zhang Guoqing, Liu Zhange, Zhang Fenglian, Liu Fengqin, Xia Guozhen, Yang Shengjuan, Zhang Shuzhen, Tao Chengzhi, Wang Yurong, Bai Jie, Liu Fengqin, Liu Lianxiang, and others.
