Qinglongshan Brainwashing Centre Persecutes Falun Gong Practitioners Exclusively

The Qinglongshan Brainwashing Centre in Jiansanjiang, Heilongjiang province is located in the backyard of the Police Department of Qinglongshan Ranch. To outsiders, they claim that it is a “Legal Training Centre” but the reality is it’s a private prison created by the Heilongjiang Farm Bureau to exclusively persecute Falun Gong practitioners.

To date it is already known that Falun Gong practitioners Liu Haibin and Wu Dongsheng are still detained in this brainwashing centre. They were both arrested by the local 610 Office (an organisation of special agents just for persecuting Falun Gong).

Mr. Liu Haibin is a practitioner from the Gongqing Farm in Baoquanling, Heilongjiang province. He is self-employed and repairs oil pumps. At around 6:30 a.m., on Oct. 17th, he was arrested by the Baoquanling 610 Office and taken to the Qinglongshan Brainwashing Centre for “transformation” [forcibly renounce Falun Gong].

Ms. Wu Dongsheng is a practitioner from the 597 Farm in Heilongjiang province. At around 9 a.m. on October 11th, the neighbourhood committee of the 597 Farm led staff from the local 610 Office and waited under the building where Wu Dongsheng lived, which is located in Baoqing county in Shuangyashan. When Ms. Wu went downstairs to go to work, they stopped her and asked, “Do you still practise (Falun Gong)?” Wu Dongsheng relied “Yes”. Then she was arrested and taken to the brainwashing centre. Later, staff from the neighbourhood committee at 597 Farm called her family, informed them about her arrest and left their contact information. Wu's family called the number and asked for her release. Staff member Cao Hua answered the phone and said they could not release Ms. Wu. The family wanted to deliver some clothes to Wu Dongsheng, but Cao Hua did not allow them to do so.

After the Chinese Communist Party (CCP) started the persecution of Falun Gong in July 1999, Wu Dongsheng was arrested and ordered to forced labour twice. After her release she was frequently threatened, followed, arrested and detained by the authorities.

Early on in 2010, the Heilongjiang 610 Office formed multiple brainwashing centres throughout the province to persecute Falun Gong practitioners. The brainwashing centre from the agriculture department was even set up in the back yard of the Qinglongshan Farm Police Department. Falun Gong practitioners were arrested in nearby farms and taken there immediately without any due legal process for brainwashing. Costs of 10,000 yuan¹ per month per practitioner were paid by the workplaces that had employed them. The brainwashing centres and the “Legal Training School” in Wuchang city formed a group of very vicious and brutal approaches to persecute all Falun Gong practitioners.

After the Qinglongshan Brainwashing Centre was formed, they detained and persecuted the same Falun Gong practitioners for at least twenty times. Each practitioner was detained for up three to four months. The persecution tactics completely reflected the evil nature of the CCP. On April 23rd and 24th, 2010, Qianjin Farm arrested practitioners Yu Songjiang, Pan Shurong and Li Jingfen. They were detained in the Qinglongshan Brainwashing Center for more than 100 days. Yu Songjiang was beaten violently. At 8 p.m. each night to 5a.m., both of his hands were cuffed on the sides of two bed frames. He could not sit or stand, as this kind of torture is very painful. During the nights, six policemen repeatedly beat Yu Songjiang. Both of his wrists were swollen and after several months, his wrists still had large scars left by the handcuffs.

On August 22nd, 2010, Zhao Fengrong, Zhang Xizeng and Zheng Jie were arrested by the Qixing Police Department and the Qianjin Police Department respectively and detained in the Qinglongshan Brainwashing Centre. On August 22nd, while practitioner Zhang Xizeng was at work, he was arrested by the police and taken to the Qinglongshan Brainwashing Centre. Ordered by Fang Yuechun, the director of the brainwashing center, many policemen forcefully put handcuffs on Zhang and cuffed him to bed frames on both sides of his body. He was neither able to sit nor stand, and was tortured like this for more than ten hours. When Zhang Xizeng's wife and daughter went to visit him in the brainwashing centre, his wife Zhang Lihua was also arrested. Every day he was forced to watch or read materials slandering Falun Gong. The police also threatened to take them to labour camps or sentence them to long prison terms.

The following are the main personnel who conducted the persecution in the Qinglongshan Brainwashing Centre:

Sheng Shusen, male, 57 years old, head of the Qinglongshan Brainwashing Centre, former vice CCP secretary of the Qinglongshan Ranch. After he retired, he was rehired as director of the Qinglongshan Brainwashing Centre. In April 2010, Sheng Shusen went to the Wuchang Brainwashing Centre to learn how to persecute Falun Gong practitioners. This person has been morally corrupted by the CCP. He pinched the faces and thighs of female practitioners who were detained while sexually harassing them. Practitioners who went on hunger strikes, were force-fed, injected with drugs, and forced their families to pay for the cost. Fang Yuechun, male, 56 years old, director of the Qinglongshan Brainwashing Centre, former vice director of the Qinglongshan Farm Police Department and who also worked for the 610 office. He also learned persecution approaches from the Wuchang Brainwashing Centre. Fang Yuechun specified male policemen to torture Falun Gong practitioners by handcuffing them, then beating, and torturing them with electric batons. When practitioners were cuffed to two sides of a bed and made to squat for a long time, they were then beaten with electric batons at the same time. Practitioners were monitored 24-7 and forced to watch videos and read materials slandering Falun Gong.
