Mr. Qi Zhengui, 69, lived in Hengshui City, Hebei Province. He used to have many ailments before he started to practise Falun Dafa in 1996, but he recovered soon afterwards. He went to Beijing to appeal after the persecution began, but he was arrested. He was first detained in the North Hengshui City Detention Centre and then transferred to the South City Detention Centre.

In 2000, the authorities sentenced him to two years of forced labour on a charge of "carrying Falun Gong materials." He was first in the Fifth Ward of the Shijiazhuang City Forced Labour Camp and later transferred to the Third Ward. Guards Wang Liqing, Jiang Qingchun, and others (all male) mentally and physically tortured him, injuring him severely. He never quite recovered even after he returned home.

On June 16th, 2005, 80-year-old Ms. Kang Yanxiang went to the Hengshui City 610 Office1 to enquire after her son's whereabouts. Mr. Qi Zhengui went with her. In August 2005, police officers led by Domestic Security Division Deputy Leader Zuo Tiehan arrested him and eight other practitioners. They had Mr. Qi sentenced to three years of forced labour again and took him to the Gaoyang Forced Labour Camp on September 6th, 2005. He was refused admission to the labour camp due to his physical condition. He was released after they extorted more than 1,000 yuan2 from him.

This brutal mistreatment caused his physical condition to worsen, and he died on September 5th, 2007.

Domestic Security Division Deputy Leader Zuo Tiehan (male) of Hengshui City Police Department: 86-13383388305 (Mobile).
