Four people from the Hebei 610 Office (an organisation of special agents just for persecuting Falun Gong) and the Baoding City 610 Office went to the Laishui County Party School [Party schools are used to train officials for the Chinese Communist Party] on September 15th, demanding that the intensity of the persecution of Falun Gong practitioners be increased and that each county bring more practitioners to the Party school. Falun Gong practitioners from Laishui County and Yongyang County were arrested yesterday afternoon. Two people from the Baoding 610 Office are now staying in the Party school to carry out forced brainwashing.
Under the direction of Laishui County Communist Party secretary Tian Qingzhu, the Laishui County government held conferences several times at the beginning of August to confirm the arresting of Falun Gong practitioners. Those in charge of public security from each bureau, each county government, and each county police station attended the meetings. Secretary Tian Qingzhu, County leader Yu Shuxin, Police Station director Liu Wenzhan, and 610 Office leader Li Hongyu are in charge and the others are team members.
County government and police stations started arresting practitioners on September 2nd. Besides the 18 practitioners, one leader of Bancheng Village, Shiting Town, who is against the persecution, was arrested. They are: Fu Cun from Shiting Village, Shiting Town; Zhang Yingxia's husband from Beizhuang (Ms. Zhang's husband was arrested and taken to the Party School to write the three statements to renounce practising Falun Gong for her because they didn't find her); teacher Yan Yong from Beilongquan Village; Liu Fengqi and Fang Xiuying from Gaozhuang Village; Zhu Changqi, Luo Zhenmei, and her husband, Zhang Zhenling; Bao Zhenjiang from Xiyingfang, Luocun County; Wang Xiufen from Yanling Village; Wang Xiling from Nanzhuang Village; Zhao Xiliang from Huguozhuang Village; Li Yuying from Zugezhuang; Shen Hai from Shenjiatai; Zhang Yulan and Yu Guizhi from Wang Village; Ning Shuhai and Gao Shuxian from Yongyang County.
They were ordered to slander Falun Gong and its founder. They were sentenced to forced labor if they didn't. Sixteen people succumbed to the pressure, wrote the "three statements" to promise to stop practising Falun Gong, and were released. The arrested leader of Bancheng Village went home the same day, too.
Now they have arrested practitioners from Shiting Town, Luocun Township, Wangcun Township, Laishui Town, and Yongyang Town. 610 Office leader Wang Heli went to Laishui to promote an escalation of the persecution at the end of August.
The Laishui Party School has held at least ten brainwashing sessions and persecuted nearly one thousand Falun Gong practitioners since July 20th, 1999. Sun Guijie, former vice leader of Laishui County; Zhang Haili; Liu Yaohua from Laishui Police Station; Li Zenglin; and Dai Chunjie persecuted Falun Gong practitioners on April 7th, 2000. Sun Guijie personally tortured practitioners. He burned Mr. Xia Hongmin's mouth with a cigarette butt until his mouth was full of blisters. Then he tore up Mr. Xia's clothes, beat him hard with a leather belt, a stick, and a chair leg. Sun Guijie hit Ms. Wei Chunlan's face with shoes till her right ear went deaf. Sun made a shoe mark on Zhao Lianmin's face and made Zhang Xiuxian bleed from a beating. When beating female Falun Gong practitioners, Sun Guijie ordered police to take off the practitioners' clothes and then hit them with his fists and feet, a belt and rope, tools, and other implements. He beat them even worse than the male practitioners. Some practitioners weren't able to sit up for three months and some of them couldn't eat for seven or eight days. Every Falun Gong practitioner was tied up several times. Sometimes they were tied up for so long that their sweaters were worn through by the ropes. Sui Guijie also gave orders to secretaries and leaders of every county to beat practitioners to death. Chengguan leader Liu Zhenfu and vice secretary Li Dawei tore up Mr. Xia Hongmin's clothes, made him kneel down on the floor with both hands stretched on a table, and beat him with a tree branch and a bamboo stick.
